  11. bordering unit's defense.
  12. ATTACK: attempt to move to bordering
  13. region.  REINFORCE: Aid an attack into
  14. a bordering region.  TRANSPORT: (navy
  15. only) transport an army from one
  16. bordering region to another.  Navies
  17. may chain together to transport an army
  18. several regions.  LOAD: (army only)
  19. load onto bordering navy to be transported.@
  20. COMMUNICATIONS ERROR: Cannot open port.@
  21. COMMUNICATIONS ERROR: Cannot receive file.@
